It is most definitely possible. You can flash to certain regions using davinci, or on some firmware you can set ringer to silent to shut up the camera.
My K750 camera can't be silenced with ringer set to silent, but the camera is still muted when used whilst on a call. I've done it a few times and it works perfectly. I see no reason the W800 would be any different in this regard.

Appreciating beauty by asking others here to help you do something illegal? By taking peoples pictures without asking them? The title still fits, so wear it, you've earned it.
Just thought about it. You are a correct. "Scumbag" may be over the top, but creep surly fits. If you are such a lover of beauty, why not ask them if they mind you taking their pictures and then see what they have to say?
