It only works on newer SE phones with the JSR-85 profile - the S700i and phones before it dont have this, only the K750i and W800i onwards.

It's JSR-75, not JSR-85. For more information see
http://www.jcp.org/en/jsr/detail?id=75, but shortly, it's about ability to access phone's internal file system through J2ME, so java application could access files stored in phone memory (or in card) through this extension.
BTW: if you don't like to install FileProtect from WAP and you would like to get rid of annoying write/read restictions, download both FileProtect.jar and FileProtect.jad files and install the application through JAD file.
