It's certainly possible! Have a read through the following links for info:

A few bits of (free) software and a remote control is all thats needed really. You can use a bluetooth mobile phone with
Salling Clicker as a remote. And add Apple's
Front Row (now usable on
any Mac) as the interface.
You can also get Flip4Mac's $10
WMVPlayer so you can playback Windows Media encoded files (eurgh!)
Finally, DivX is available for Mac
here.

Oh yeah and can i use a HD with all my video files on it which i use with the pc (i kinda use this hd as a removable hd even tho it aint)?
All the hd has is music, pictures and video on it, nothing else.

If by rm's you mean Real Media files, then there is a Real Media player for Mac, but hardly anyone uses it (if they can help it) because the quality of Real Media files is pretty shoddy!
avi's can be compressed in loads of different formats. If its a downloaded movie its usually a DivX file in an AVI wrapper which can be played with the previously mentioned DivX software or another player such as
VLC or
MPlayer.
The best thing to do is burn a few movies to a CD and go into your local Apple Store/Centre and try 'em out! (But you may need the additional free software above).
Whether or not you can plug your external HD in is dependant on how it is formatted and the connection. Usually Mac HDs are formatted differently to PCs but can read some PC HDs just by plugging it in. Again, you'd have to try to be sure.
Alternatively you could easily network the Mac mini to a PC elsewhere in the house.
The Mac mini has Firewire and USB connections built-in.

I'd just like to point out, if you have a look around here:
Mac Rumors: Intel Mac mini To Evolve Into Digital Hub? the 'buzz' is that there could be a new Mac Mini released in January based around a media center, i.e. better sorting of video, audio etc; DVR capabilities, bigger hard drives, built in iPod dock. So it may be worth the wait.

Hi, been meaning to ask you about this, I recently got a few films on external hd off a mate, they are all in dvix format I think, I tried to download the codec for it offf the sie, but they say that its not compatible with 10.4, is there another player I can use to open the films? Cheers Luke

Internal Bluetooth for PowerBooks can't be fitted after purchase AFAIK, so you'd just need to get a USB Bluetooth dongle. I can recommend the following as I have one:
Sitecom Bluetooth USB Adapter CN-500
This one is also able to use the Apple Bluetooth Firmware updates as it is identical to Apple's built-in Bluetooth modules.
Or the officially supported by Apple one is the
D-Link DBT-120 (I also have one of these, but functionally its no different to the Sitecom).
