Sounds familiar ~ !!
I have been observing this since the day i got my K750, and till date I used to think it as the "camera startup delay", 'coz any number of firmware updates didn't help in getting away with it....

Why don't you try updating via SEUS by choosing to update anyway when you are advised that your phone is upto date. I have found a case whereby once a file is modified/copied/replaced it affects the phones ability to use that file. i.e. settings.xml stop working after I backed it up and modified it, even after I restored the original file the phone wouldn't update the file with the last played songs. I'm wondering if it could come down to where the file physically resides in memory and not just it's name. Luckily, settings.xml will recreate if you delete it and interestingly, it gets a unique accoundID when it is recreated. Perhaps certain files are registered as well. So, if you re-run the SEUS update it just may put all the files back in the right location and correctly register them. You could also try a master reset - doing the least destructive one 1st.
