They probably use them to control their drugs/crime empires on the outside, which if payphone calls are either monitored or restricted they can't do, least I think that's why the smuggle them in!

Correct on what Sammy_boy said in regard to calls by prisoners. It also helps to lesson the risk of witness tampering as well .
Though to smuggle in a phone and charger like that has got to be painful..
