When you say invented, do you mean backstory or how he was created. He was based on a character from Dragonball Z as far as I know.
His back story is a bit complicated depending on which version you go with. That isn't a young Sheng Long as Sheng Long doesn't exsist as a character in SF history, it's the name of the Dragon Punch that students of Shotokan Karate perform.That character could either be Gouken (Akumas brother and Ryu and Ken's master) or Gousetsu (Gouken and Akuma's master)

Although Sheng long ísn't a real character, they did create a version of him for special screenshots.

The back story for Akuma is that he was based on what they said Sheng Long was able to do (a faster and stronger ryu and ken) Basically, even Capcom USA didn't know that Sheng Long was a fake character (April fools joke) and asked Capcom Japan. When they found alot of people were playing the game just for the fake character, they thought that they had better add a character. That character being Akuma. Akuma's super move (Sky move) is also known as the Bison Killer because that is what Sheng Long was have said to do in the April Fools joke.

If that is Akuma's brother we'd see the the big beads on him because Akuma only got his beads after defeating his bro.

....it is Gouken, or 'True Master Gouken'...

.....but Gouki's beads come from Gotetsu's defeat, Gouki has already engraved them when he gets to Gouken.

Yes, Gouki(ex-Goutetsu)'s beads are red, with the kanji symbol:

Goukens are white on my other pic, because the only time he's been characterised in an SF game like this is in SF Alpha. In the other pics I've seen of him, they are generally red or black, but there isn't an animation of him with these colors(I can find), sorry!
