dBpowerAMP doesn't have a trial period! just the mp3 part of it does,
you can make as many mp4/m4a for as long as you want without having to pay anything!
AAC is the music format for the file that is then wrapped inside a mp4/m4a casing
think of the mp4/m4a bit like a box or a .zip folder that you then put things inside, in this case you're putting an AAC file inside but don't worry everything is done for you,
in the same sense you can use a tool to extract the AAC file from inside the mp4/m4a container but you don't need to plus the container (mp4/m4a also has some instructions about the file within also almost like a zip folder the file inside will be a bit smaller when inside it's mp4/m4a container
that the easiest way I can explain it
PS: since in this case it's just a container for the AAC file you can rename a .m4a to .mp4 and back again and it won't change the file contained inside

Key:
DRM = Digital Rights Management (basically meaning your tracks have a security code added so you arn't as free to do as much with them)

Do any of these convert aac to mp3? I converted most of all my songs to aac using Itunesand I deleted the original. I need to change them back into mp3 so I can play them in my car.

Itunes can convert AAC back to MP3. Go to options, then select MP3, right click on the song, and reconvert them to MP3.
dbPowerAmp can convert songs to eAAC+. The tags should be readable (At least I could read them)

Not a problem in ripping audio cd and listening them with my w800 with iTunes. Remember that every time you recode an audio file you loose quality, pretty much as a photocopy of a photocopy...

plus it retrieves disc/track info from the net automatically for you (optional and can be disabled)
so (as you say) no dual encoding is needed also no DRM
