"Memory Full" is not the same as "Insufficient Memory", as far as S60/Symbian in general goes.
My guess is the first one is actually RAM that's been all occupied or fragmented, very common with later versions of Symbian. The latter, without the system's request to close apps, is simply a full storage memory.
If nothing satisfies anyone here, then it's a bug
PS. What are you all doing here talking Nokia issues on a SE forum??
