its true, atleast here in delhi, india. one of my friend had a k300. the shop and the SE service centre both are under the same roof. the shopkeeper told us that we can get the radio as well in just $20 extra. the service centre installed the radio in minutes. i dont know whether it is legel or not.
but its true.
not only in SE but you can get the radio in nokia, moto, samsung phones also. ofcourse the quality is not at par.

but how are they doing it? they have to mess up the motherboard ( so if it is no warranty anymore 9, next to it, k610 has no radio feature, so they have to put it in fw too...

Well FM radio, as said before, is a hardware function. So there isn't a software application in the world that will give you it.
