I live not too far from Manchester, and I haven't heard anything on the local news about this type of thing. Will let you know if I do.

Does seem to be a hoax but someone has done their homework.
8 King Street are barristers' chambers.
Why would they use that address?

yes the story is in the bbc news but that doesn't make it real.
The hoaxer could easily have copied the news story. These kinds of hoaxes are used by spammers to garnish email addresses. NEVER forward this kind of hoax on to everyone in your address book. You are just giving all your contacts to a spammer. It really pisses me off when people email me this sort of crap. I get enough spam as it is...
Here's the link to the actual story:
http://news.bbc.co.uk/2/hi/uk_news/england/manchester/6335369.stm
Here's a link with advice to tell if a warning email about a virus is a hoax. The advice also mostly applies to this kind of hoax warning as well:
http://aroundcny.com/technofile/texts/bit051001.html
In particular Point 3 in that link is relevant to the hoax above.
It's a very well done hoax, grammatically correct and so forth, but it's still a hoax in my view.

As said above, typical hoax. I got quite a laughable one a while back which said something along the lines of "As a trusted friend I am sending you a warning. One of my colleagues just came back from his lunch-break. He was buying a sandwich at the supermarket, when the guy in front of him at the checkout left forgetting his wallet. My colleague ran after him to return the wallet, the man then said thank you so much, and as a thank you he said "for your safety stay out of (I can't remember which city) on such-and-such date"". The spam then went on to say something like " I want to save you and your friends, so please forward this message to all your contacts"
To be honest, I don't know why these people can be bothered to spend their time concocting all these stories.
