THESE ARE PROBABLY M600 OR W950 SCREENSHOTS !! THAT'S WHY YOU HAVE ANOTHER LAYOUT
You'll always get 4 fixed icons with p990 whatever theme.

then the name of the topic is TOTALLY out of place. I know that the themes are interchangeable between the UIQ3 phone models, but the name of the topic should not have mentioned P990i, as it is misleading.

The theme is for P990. The thing is that Sony Ericsson's Theme Creator show M600/W950 style icons in the P990 previews too. Quite misleading...
Since the theme is made with Theme Creator, it probably won't support M600 or W950 as Theme Creator can't create that kind of "multi platform" themes AFAIK (there are some major differences in theming between them).
