I would have thought that its not possible to do this unless the application is symbian signed - but even then, based on what Lisa has said - it might not even still be possible under the symbian 9.* security restrictions!

We tried that but unfortunately there were technical difficulties: the
operating system apparently does not allow that a program sets the system
attribute for another programs.
