You need to take out a minimum 2 year contract with AT&T in the US.
To do that, you need to be a US resident, with US registered credit card/banking details.
So, unless you know someone who lives in the US, and is prepared to sign-up for and pay the contract for you, plus ship a locked phone that will be useless anywhere else, you'll probably be out of luck.
There's no guarantees it will work on networks outside of the US anyway, even if it was possible to unlock it. Visual Voicemail requires the host network supports it.

Can't quite remember where it is i have seen it but there is a rumour that T-Mobile will be the first and possibly the only UK network to get the iPhone.
An iphone with Web N Walk and built in Yahoo push E-Mail would certainly be good, and i thought the UK version was going to be 3G isn't it? although HSPDA would be even better.
