If you are using Windows Vista, do the following to turn taskbar thumbnails off:

Right-click on an empty area of the Taskbar and choose Properties. Then, uncheck the option titled Show window previews (thumbnails). When you do so, you'll get the old-style balloon help previews, as in Windows XP and before.

If you are using XP, then you MUST have something installed on there that is causing this to happen, even if you didn't knowingly do it yourself. XP does not have this feature built in, it can only happen with the help of extra software.

This software can only get in by one of two ways: Either it was bundled with something else you installed, or somebody else who uses your PC installed it without you knowing.

So it's up to you! If you installed something recently, either unistall it or go through it's settings to try and turn this behaviour off. If it might have been somebody else, you've got some detective work to do!
