I hav never done this through bluetooth.
You can do the following.
Install the bluetooth dongle's driver on pc. Also install phone's driver. Now open a new dialup connection wizard. Fill the fields accordingly. Make sure you must have full gprs connection activated.
But you should take help to other members also. For this first rename the thread accordingly.

It worked for me and it's GREAT thing to please your need for mobile internet when the GPRS one is too expensive for you hahahaha
