From what I'm aware o2 themselves do not place a limit on your account.
But what you can do, is if you think you have used to much money for that month and temptation will be too much to use more, you can contact o2 and ask them to put an outgoing block on your phone and it can be removed when ur txts and mins start again.
Quite handy to have actually if your a high talker like myself
