It's a real life govenment thing for the UK, whereby if an individual does something wrong or behaves in an 'anti social' way (little shits and trouble makers generally, the kind of people who would set fire to wheelie bins or graffitti on the side of building), but unfortunately, alot of the little wankers seem to think it's a 'badge of honour' these days, thus rendering it useless really.
