I don't get you buddy..here's a considerable point that you probably haven't noticed.
And it is that when you start a new thread by clicking the
New Topic button in any thread,your new topic is automatically inserted into that particular category...
And if you want to start a new topic in the main forum topic list,you should first go to a category and then there is the button..
So which button you say should be deleted?

New Topic buttons, one at the top(up right) and the other at the bottom(down right). so, what i say is that the one located at the bottom can be deleted and leaving the one at the top. there's a
New Topic in every forum also.
here are some examples:
in General Forum:
inside a thread:
top:
bottom:
if i want to make a new thread in the general forum i just click on the New Topic button located at the General forum.
