I still really don't see any reason for a phone not to use a variable frame rate. Example; the room is completely dark and two phones are recording - one with a consistent frame rate and one with a variable. The quality is exactly the same, but the file size is noticeably smaller on the phone with the variable frame rate.

the problem was about the firmware (witch is now fixed) : the video starts with true 30fps and after zooming or some seconds of recording it drops to practical 15fps (but still having 30 frames per second---- each 2 frames became exactly the same----- so SE is not cheating on this one(30fps) but software problem).. it does not use variable framerate or anything else.
i can asure you that this problem no more exist on 038 firmware (i tested it)
and i was the first on this forum to notice (and heavily analyze) that
i am wondering that if this phone is a little towards gaming then it can record in 30fps using its hardware accelrated ghraphics chip--- just like K850 (30fps recording is possible on A200-- eg. K850)
there is also somthing on the white paper that states SUPPort for JP9 applications --- what is JP9 ... next version java SE is going to use in their handsets

it is now on the white paper and possibly true... good start.
ALSO:
the video recorder is stated as a KEY Feature in the white paper making that 30fps more reliable.
