If it is a permission problem you could try to remove all user profiles from the rights panel of the file itself.
I'll try to explain it best as I can, sorry for missunderstandings. I'm using Vista and here is how I can try to do it:

Click the properties of the file, then click on the Security tab. Find Permissions for the SYSTEM then click Advanced. You will reach permissions tab, where you click Edit. In the new window uncheck 'Include inheritable objects form this object's parent'. It will then ask you if you want to copy, Remove or Cancel. Choose Remove.

Permission entries will be empty now. Now you choose Add.. and type in Everyone in the 'Enter the objects name to select', choose OK and check 'Full Control' of the Permissions that will follow.

Now you should be able to delete the file.

Switch off all internet access, routers, cable modem etc then reboot and delete as soon as you can before programs start loading. worked for me once!

Find something to download on the internet (any file at all like a .zip file) and when you get the 'save as' box, change the location to c:\\ and the file name and extension to the same as the offending .dat file exactly, including CaSe SeNsItIvIty!

Hopefully, it'll ask you if you want to overwrite the file. Click 'OK' and the download will begin.

When it's finished, try deleting the file again. This has worked for me a few times

its a permission problem..basically..

try this program..it lets you modify permissions on certain files..as long as you're on the admin account..
