Nobody owns the Internet! The hardware and software that makes it work is provided by hundreds (if not thousands) of different companies world wide and the World Wide Web part was donated into the public domain by it's creator, Tim Berners-Lee.
So its impossible buy the entire internet and rent it out as packages. If it was possible, I would imagine that Microsoft, Yahoo or Google would have done it already!

Thats rubbish, if most of us had a package for every site we visit we'd be broke lol,im pretty sure i view a new site nearly everyday when Google'ing something.

On a serious note, how on earth will they "package" the sites? There are like a trillion websites out there! Maybe if they start counting now, they will be able to finish by 2012.
