It seems like total overkill to me, I've never met anyone who has had a battery explode and most of us are fully aware when the battery needs charging or is starting to lose capacity, why waste money and scarce materials doing this when it's hardly necessary?
I've never met anyone either, but it happened to a member of a Dutch mobile phone forum. The phone was lying on the bed while charging and the following fire destroyed the phone and the bed (fortunately the poor guy was not in it).
His battery was one of the appr. 100 Nokia BL-5C batteries which exploded and led to this recall :

Nothing short of a scam to sell more batteries. Dell have been doing with their laptops for years, once a time limit or number of charges is reached the batteries cease taking a charge.
