It's called editor from v0.2.2 and newer.
I'm working on new version with better a2 media modding and more languages.
If one wants his language added he can do so by translating all controls to that language. All buttons, all labels, all text.

You need .NET framework 3.5, go to Start > Control Panel > Add or remove progs > Uninstall ALL .net frameworks and bypass all warnings > Go to google and redownload .NET Framrwork
