I mean, when I turn it off, I can press the power button all I want but it wont turn on. After waiting about a minute, pressing the power finally turns it on.

When shutting down the phone is still connected to the network operator.
So it takes time to disconnect from the network ( 20 - 30 seconds).
When GPRS is deactivated -> It is much faster (
~10 seconds), but on A200 (A2) platform cann't turn off GPRS in settings (only A100 platform can - K800, W850, V630 ...)

What centur said is true, if you reboot from flight mode it takes only 10 secs after shutdown, wanted to mention that earlier but too many figures could get confusing
