A mate of mine is on orange and if i call him witholding my number it doesn't ring him i get some woman saying witheld numbers are restricted to this number, or something like that. This message was posted from a WAP device

It's Anonymous Call Barring, it blocks callers that withhold their number (nuisance/telesales calls) although not every company provides it...
