@Indiandawg - It would be Google's resposibility
if every Android device ran vanilla Android OS. Since Android is customised by manufacturers then Google can't give out deadlines until which a phone must have it's OS upgrade ready, simply because the manufaturers may not have time to meet the deadline (redeveloping specific apps for new OS and development of other devices).
