Sony Ericsson hasn't recently been known for outstanding and high-end hardware.
How would they advertise the phone's superiority over other WP7 devices?
"We didn't include Mediascape/Timescape, Microsoft didn't let us."
"You now have to use Zune to sync your device, we couldn't do anything about it."
"We included a great camera, but there are no settings to change parameters."
"There is an 8GB memory card built-in, but you can't replace it."
"We couldn't include Sony Ericsson ringtones, Microsoft didn't let us."
"...but you do get a removable battery"

Well with camera settings it is no problem.
My LG has custom LG camera settings..

They were/are definitely planning it. They were hardware partners with Microsoft/WP7.
But Lollylost is right, they want customization.
But this way they loose a lot now.
