Mainly because their sensors are not that great.
But I don't think Lumia 1520 will use Samsung sensor, most probably a Toshiba sensor just like 808 and 1020.

SGS2, SGS3, Note, Note 2, Note 3, SGS4 all use Sony sensor.

"Toshiba’s previous king of pixel miniaturization was a 16 mp 1/2.3″ sensor with 1.34 µm pixel size. The pixels on their new ‘TCM5115CL’ sensor are now only 1.2 µm in size — necessary to accomodate the higher count on the same surface. This of course translates into

They did the same thing with the 1020 sensor...
