Has nothing to do with a license. It has to do with the fact that .wma files are simply not supported. You need to convert them to .mp3 and they will then play as ringing tones.

best setting for se phones are:
sample frequency set to 11025
bit rate 128
after opening the song you want click on change sample format:
set sample format to 11025 as well
click on stereo only - mono is for midi tunes
select and cut to the part of the song you want as your ringtone and remember to click on 'SAVE' not 'SAVE AS SMALL RINGTONE' or else you will end up with midi ringtone and mp3 rintone in one

I remember my VF branded S700 would not play mp3 ringtones... Not sure if it has the same affect on Pseries phones as mine is unbranded. You can use Audacity to convert almost any audio and it will also extract audio from video files, and its freeware.

ogg file is not supported as ringtone, you just can play them in music player (ogg player, unreal player)
