Thanks to everybody for the advices.
I got the phone checked. They claimed to have run a ``quartz test'', which passed. The clock is still too fast 2-3 sec/day. I also checked a friend's phone, which drifts 1 sec/day. It seems that that this meets SE's standards, which I find sad, but I can live with that.
(To those who asked: yes, 2-3 sec/day does count. Being late by 1 min for an official meeting is already an offence here, and it is inconvenient to keep in mind continuously when I last set the time. If you pay ~400 euros for a phone, you expect to have a quartz inside which is better than that in a 10 euro wrist watch. Especially since power consumption in a mobile phone can be 100 times more than in a watch.)
