at first, i thought it's alibata (the pre-hispanic Philippine alphabet system), but after looking at it again, i don't think it is. (well, im no language expert)

Regarding GOwin's list of symbols. I would take a semi-informed guess... Tibetan? They looked similar to some of the Tibetan texts I've seen. Otherwise I would continue to guess for something coming from that region. In any case, they are definitely not Han characters.
