in some networks ciphering (encryption) is automatically switched off in certain areas of the network (for example if the reception is bad)... and switched back on when entering an area with better reception... this feature is not used much anymore, all networks in Europe runs with ciphering on at all times... but in for example US and India the ciphering is switched between on/off depending on where you are...

Thanks again for all the responses. I talked to my wireless carrier a few minutes ago, and they confirmed that the encryption (cipher) was down. They said they were doing a major upgrade and that it would be up in a week, which should clear up the problem. Surprisingly enough, the support techs at SE (USA) didn't have the faintest idea of what I was talking about. The people in this forum seem to be much better informed and willing to help than the manufacturer of the product. Much appreciated...
