If the two sim cards operate on 2 different phisical networks, then it's pretty normal to get different signal strenght, since you might be phisically closer to transmitter on Network 1 then transmitter on Network 2.

They are called 3rd Generation Sim Cards. Telstra (Australia) charge $65 for them. They also hold more memory than normal sims.
