I hope I can help, I was a Globe subscriber (Founding Member at that) and recently swithced to Smarts 1335 Addict Plan.
Here's the lowdown on both:
GPRS--parehas lang, nawawala wala din (In fact, in my area in Sucat, I had a better GPRS reception with Globe than with Smart now). Smart has nationwide GPRS already so if you travel to Mindanao or the topmost part of Luzon, you will still get it. This I cannot guarantee though since I don't have personal experience.
SMS--kinakain yata muna ni Smart ang SMS bago ipadala. It takes a longer time for an SMS to get received even for a Smart to Smart send. Si Globe--WOW, dating agad (probably because they have less subscribers).
MMS--this is where Smart can beat Globe hands down. Smart to Smart MMS--no problem. Globe's MMS (when I was still with them) was never reliable even for a Globe to Globe send.
Customer Sevice--Based on my experience with both, you have to wait for a long time with both before a CSR gets to you but with Smart, that long is very much looooonger (seems like eternity). For walk-in consultations though, I prefer Smart's Customer Centers over Globes. Globe's are intended for Sales at hindi Customer Support. Smart's tables are very customer friendly. Face to face kayo ng CSR and same level ang table. Sa Globe, there is a counter (as high as your neck) between you and the CSR. Smart's centers are also much much much bigger than Globe's with several CSRs in individual cubicles to do one-on-one business with customers. This shows how a company treats its customer. Si Globe, their centers are more of for display, new sales, and bill payments.
Value Added Services--In my own experience, Smart has better value added services than Globes. I personally liked the Smart Money. Very convenient e-wallet and very effective since backup ng MasterCard Electronic (can even be used worldwide). Talagang nagagamit, unlike Globe's.
Online Billing and Payment--Globe's sucks. This is one reason why I left. I applied for online payment so I could pay my bills using my phone or the internet but after one payment, the service went haywire and unusable and nobody inside can even guess what caused it and I went back to their centers to fall in line. It happened to me twice (I reapplied again for the second twice--what monotony--nag apply ulit ako after the first incident and it happened again). With Smart, everything is under one menu--the Addict Menu or if you are not with the addict package, under Smart Zed and Smart Money. You can even load other pre-paid users OVER THE AIR regardless of where they are in the Philippines. You can make a business out of it. You load P 300 and you only pay P 291 from your Smart Money. You can also, every now and then, check how much you have already consumed from your package over the air, know how much is going to billed, how much is still unbilled, and therefore be able to control your GPRS/SMS/MMS itch.
Package---the Addict package is the best for heavy GPRS/SMS/MMS users. Plus, you get a good free phone. Just don't get the Amazing phone. If the T310 or the T610 is available, grab it. Globe doesn't have anything that even looks like the Addict package. This is the most important reason why I shifted. I pay almost the same amount but with Smart, walang tipid sa data and voice and I got a free phone--I gave the phone to my daughter, I kept my P800--of course.
Others---I find my Instant Messenger application a little bit more stable with Smart. With Globe, it kept on reconnecting (of course, it had to get disconnected first before reconnecting). Note: I switched to MyBuddies since I can't get my TipicMe to connect to its server with Smart (anyway most of my buddies are with ICQ).

if you want more quality and doesn't mind the price
- Talk 'N Text (if u want prepaid) or Addict Mobile (if u want postpaid)
if you want a balance between quality and price
- Touch Mobile (if u want prepaid) or Globe G-Plan (if u want postpaid)
if you want lower price and doesn't mind the quality
- Sun Cellular I-Speak (available in prepaid or postpaid)
BUT here's the catch:
You might consider waiting for a little while. Hopefully this August, EXPRESS TELECOM will release their digital CDMA cellular service offering. Such service (as envisioned) will be capable of providing the latest in cellular technology such as video conferencing (unlike the limited capability of Video Messaging of Globe) [video msging is one-way while video conferencing is two-way or simultaneous between two people]

If you're a postpaid user just switch to AddictMobile and get huge discount on handsets of your choice or even for free. but if you're a prepaid subscriber, you can swap your non smart sim to a SMART 64k supersim 2 for FREE at any SMART wireless center near you! =)

Globe:if u like Vj Ala and July, go with globe. i dont see any of their services that smart doesn't have, smart even outnumbered their VAS and are more useful than that of Globe's. My very first operator was globe way back in 1999, then, they were the best, but now, get a clue, they are just copycats now, they cant seem to find their own strategy to attract subscribers.. (try to see the very low account reload of smart w/c globe immitated only not over the air. har har)
Smart:smart was my second operator. i started using smart since late 2000. their services are quite good. sms are quite fast, balance inquiries are accurate and very updated, offers great VAS, good MMS, good GPRS, nice service centers, nice, i mean very nice coverage, imagine 3200 cellsites nationwide (correct me if i'm wrong please) pano mo nasabing mahina signal??? or kung signal hanap mo, why not try Smart ACES??? Satellite is unbeatable when it comes to coverage, does globe have one(tell me if they do, i'll accept that fact if they really do)? (you know what i mean ok? satellite, for satellite phones!!! not for transmitting and receiving datas like for WAP/GPRS/IDD etc.)... but..
Sun:now that i'm a postpaid subscriber of sun, i don't necessarily back them up, cheer for them, fight for them..no no.. i still am amazed of Smart, i'm still with smart, i still have my smart, only pre paid.. though sun is always having problems with mms, gprs and sms (like late reception, same as globe and smart when they started[sms]), i give them time to deal with these, i give them chance as we all did to globe and smart when their services sucked. but still, they are good overall, fair enough. nice CSR, nice rates, nice coverage for a new player.
Extelcom + Bayantel: what would their network be named? uhmm.. they sound interesting.. but wait.. did u say CDMA??? news are on air that CDMA operators in certain countries are filing bankcruptcy does that mean GSM networks are more patronized? or perhaps others prefer WCDMA, or maybe ETACS? lolz, etc.. or maybe others are just waiting for 3G-UMTS?
Rumours are also on air that Extelcom with its partner bayantel would operate using 3G Technology, but those are just rumours. NTC actually reportedly said that it would still take us 3 to 5 years to be able to acquire such technology, they said we must first fully develop 2.5G before operating in 3G.
