I might have misunderstood what you are out for, but do you really need to upload and download your pictures via the internet?
Why not just download/upload your pictures from/to your phone to/from your PC?
If that's what you really want to do, have a look at
floAt's Mobile Agent (fMA).
I'm sorry if I've misunderstood your intention.
