Pretty sure what you guys are referring to is a NFR, not an NDA, NDA is what you need to get prior to getting an NFR item, and not in all cases, only on products which you don't want info getting around.

gotta agree with fij on this subject, this actually is a different subject form the other million threads going on about the release of the P900.
As for the actual subject. Not entirely sure how they are handling this currently. I am sure until today you could only get one with an NDA first. However from now on you probably won't need one.
As for getting one for development, that would be an NFR if it was for free I am sure, but I think SE specifically don't handle it like this to the general developer community. You can actually go and buy one prior to release, or you could do it with the P800 at least inside the Mobility World website. However since the dates between announcement and release are so close together who knows...
