I am a romanian who runs a small online business. Recently i was a victim of a credit card fraud from romania and all they did was to cut off his internet line. Better ask fraum to can his IP addres from the forum as this can be done to prevent him in the future.

Now before anyone complains I am not about to promote the idea of taking the law into one's own hands. Having said that I don't think it would be a great idea to report this guy to your local police station:
1.) You appear to be in the States, therefore your local police will have very little interest in the matter and will pass it onto the Romanian authorities
2.) A lot of the countries of eastern europe are dirt poor and officials in such countries have agreat deal more chance of being corrupt. If this guy is sensible he will just pay off the police, should they come looking for him. This won't be hard to do assuming that he is conning people out of hundreds of pounds per transaction. A few hundred quid is a LOT of money to a Romanian living on the poverty line.
3.) The only real hope I can see of law enforcement catching him is if Interpol get involved. However, this is unlikely as the chap doing the conning appears to be a small time operator and Interpol have bigger fish to fry.
What I would suggest you do is to do what others have already suggested, post the guy's IP addrss if you have it. There are quite a few people on here who i would assume have the relevant technical knowledge to track this guy down and well ... that's up to them and you. One thing is for sure, I don't think he'd report you to the police for any maleavolent activity against him!

You are misinformed: the FBI and the Romanian authorities have been and are collaborating to solve internet fraud. And although there is corruption here, it does not operate at this level. The presence of American federal agents is also deterring Romaniam officials from postponingi such matters indefinitely. Please make a point when you have something pertinent to say.

I don't dispute that the FBI are working with Romanian authorities in the prevention of crime, however I think you should get a reality check. The level of corruption in the former Soviet sattellite nations is immense (I have had first hand experience of said corruption) and quite frankly the idea of the FBI directing their resources towards preventing Romanian crime shows your complete lack of information. The FBI are no doubt working with the Romanian authorities in preventing crime (as I have already said), however, they are only allowed to participate in crimes in the United States of America. They are an internal agency.
Sometimes the FBI do operate outiside the U.S., but this is in an advisory or data collection role as they have no mandate for overseas action. Assuming you can read, you might have noticed I mentioned Interpol, they are the agency used to investigate international crime.
Unfortunately for people who have been conned by this chap, the mainstay of the investigation will be handled by the Romanian authorities. They are a proud and well intentioned force, but they are riddled with corruption and suffer from a lack of resources. Their powers to act are somewhat limited unless this guy gets really sloppy.
I am informed, and quite frankly you smack of the sort of simple minded person who voices an opinion merely to make themself heard ... oops that's me too!

I'm an attorney at law and I'm also involved with USAID so please don't tell me what's happening in my own country, or how Romanian authorites operate or cooperate with foreign bodies. In the future, please refrain from insulting me, or anyone else for that matter. Won't make you point any stronger. Writing half a page of inept statements or suggesting to use internet attacks as retaliation (to what purpose, may I ask) won't achieve that either. Please remember, as Asimov once wrote that "Violence is the last refuge of incompetents." That includes verbal abuse as well. And let me give a professional advice, too: some of the things you have stated may constitute offenses under the law.

@PeterKay: Croiton does not sound like a Romanian name - are you sure it's not Croitoru? Won't change a thing, obvious, but I'm just curios.
