The fact that it so hard to re use a stolen phone is good for phone users, it DRASTICALLY reduces the chances of you having your phone stolen, it really is a good idea to AT LEAST do one or more of the following when buying a phone;
See ID, Driving licence/passport,
Original purchase reciept (most normal people keep it in the box with the other stuff),
Landline phone number that you have spoken to the seller on,
Car registration
Address (by far the best one, because the seller knows that you could come back, but get some proof of ID with tthe address on it)
REMEMBER. No honest seller will mind proving who they are to you, if you think you will find it to hard to ask for proof, just write down the choice of ID proof & hand it to him/her during the transaction.
NOW the bit i dont understand about the original post, often a stolen p800 will not have a box/CD's/manual/charger/headset/case, ETC ETC but if you do get all this stuff, it will more than likely be an insurance fraud on behalf of the original owner, so the insurance company could be the key to finding the guy.i certainly wouldnt touch just a phone on its own.
