you might be referring to free GPRS access, and NOT free wap sites, all wap sites are ofcourse accessible free of charge (if allowed by network). all you need is wap.google.com --> just search what you want and it will return many wapsites in its results page. (i.e. searching for: polyphonic tones)
NOTE: on the other hand, most of the uk wap sites are all accessible BUT requires payment for the SERVICES they offer like their polytones/midi/wave, but surfing alone, you're already spending for the GPRS connection (thats 25 cents per kb downloaded/received).
