You dont use command for formating winxp. If you input your XP disk and boot from it the install utility allows you to format your hard disk.
As long as you can boot from CD you have no problems. If you cannot boot from CD then you can create boot floppy disks from the CD (in the bootdisk folder) this requires 4 floppy disks.

Or you can use fdisk (format.com(its a file name)) and format your computer from that then upload your operating system back onto your computer using the cd.
Edit: His way is probably easier to understand.

When the WINXP disk has loaded the get the option to Setup windows ENTER Then you have to agrre to the licence agreement F8 Then you can pres ESC to install a "fresh" copy, then you will be presented with a screen allowing you ro format - partition etc.
(This is from memory but I think its right.)

Patitioning your hard drive menas that your hard disk will be "split" and to your computer it will look like multiple hard drives. You dont have to partition it - as you probably dont need to partition your hard drive I wouldn't bother.
To format At the patition screen just press ENTER (setup XP) then Then press C (continue setup) Either you can then format using NTFS or FAT you should use NTFS (NT File System) as it is secure and better for WinXP unless you have been told to use FAT implicitly for some reason.
After you have formatted WinXP will be setup.
