Cingular is the same way. I cannot use my IPAQ via bluetooth to surf the web. I have to log in via GSM to my local provider for it to work.
I heard they will implement the use of this feature in August, but I can’t be positive. I know for sure that AT&T and Voicestream allow this to work in Portland Oregon, because I’ve tried it and works fine there.

I was able to connect my palm III to my T68 with the irda connection, and I use ATTWS from Chicago. When they were communicating via a wap connection any internet application i downloaded for the palm was able to run.
Here's the details:
Palm- Prefrences-> Conection -> New
1)name it AT&T or something.
2)select your connection method as IrCOMM to Modem
3)hit details
a) speed: 115,200bps
b) flow ctrl: off
c) init string: at+cgdcont=1,"ip","AWS DATA";^sgauth=1
d) hit ok, then ok again
4) change the top right from connection to network.
5) Menu->new
a) rename the service to AT&T
b) username: (your 10 digit phone number)
c) password: user123
d) connection: AT&T or whatever you named it in step 1
e) Phone: *99***2#
6) point your palm's IR port at the phone's IR port.
Phone- set it to recieve IR.
7) Press connect on your palm
If all went well you're phone should say connecting and give your palm an IP address. You can check to see if it did by hitting menu on the plam-->Options-->vew log
Hope this helps someone out. If anyone is able to get the SIM lock off one of these phones now that would reallly be something!
