do you have boot from CD activated in the Bios options?

If you boot from your windows CD, dont press f8 or anything, just press any key, when it says "Press any key to boot from CD..."
The screen will go blue, and windows will go load all teh relevant drivers and what not for a windows install.
There is a repair thing later on in this process.

The "Press any key to boot from CD..." message that the Windows CD loads to the screen stays for about 5 seconds before it goes, so you'd have plenty of time to press something. If it's that quick then I'd suggest it's your computer trying to boot from a CD, not finding one and then using the next option, probably the hard drive.
If you've got more than one CD drive, try using the other, or press F8 while your computer is memory checking at the beginning of the startup sequence. Some modern motherboards allow you to choose which device to boot from from a list that comes up before the loading sequence starts
System Restore annoys me - it's a good idea in principle, but 1) it uses far too much disc space by default, 2) it saves viruses and corrupt files to its backups because it doesn't bother to check them and 3) when you actually need to restore from it, it never works. It's about time Microsoft developed an operating system that isn't affected by viruses (a bit like Linux

)

Ok i tried f8 during the memory thing and nothing happened and i tried putting the cd im my other drive and still nothing i put 1st 2nd and 3rd boot options as boot from cdrom

if its a bios option u must make sure that the cd drive is activated as a boot drive
(i cant guide u though that because there are a lot of diferent bios sistems, so u will have to find it urself)
