If I'm selling anything of value on Ebay then I don't accept ANY foreign bids (too much hassle with converting money and scams), plus I definitely wait until the banks have time to bounce a cheque. I'd never accept Paypal for a high value item as you can get chargebacks through that.
You could call their bluff...say that you'll consider sending it to the Phillipines, but they have to prepay using Western Union....they would then have to stump up to WU. I doubt you'd hear anything back.
One good scam I heard of...someone was selling a laptop and got a similar question, so they faked up a laptop out of cardboard etc, even did a fake TFT and mouse etc. They then sent that, knowing the receiving person would get hit for import duties as they declared the full value of the real kit.
