I lost mine and was told that the phone cannot be traceable, thing is if i had said my name was Bin Laden i'm sure they would have soon found it!

I am not all that sure if they can link the SIM card being used to the IMEI of the phone it's being used in (I suspect they might?)
I have very very grave doubts if they would act upon that knowledge, should they obtain it.

It is possible to see which IMEI is attached to a SIM, when the phone connects to the network certain credentials are sent. Which is how and why the phone can be blocked on all networks rather easily in the UK, providing of course the IMEI hasn't been changed...

I read in New Scientist a couple of months ago, that with their ever depleting freedom (ooh the Irony) all US mobiles will have to be manufactured with a GPS chips from 2005. And that a lot already have them in!! All phones then log on to network with IMEI details, SIM details and GPS co-ordinates.
Without me getting on my political high horse - this is interesting. But I think you'll find that you still won't be able to use the technology to catch your everyday mugger. More your, Don Jon Gotti types.
I have heard (unconfirmed rumours) though that echelon (if you don't know don't ask) has software that can locate a phone by it's IMEI reasonably accurately using network data write times - i.e. data packets take 0.00235 seconds to reach your phone from this cell and this cell which means you are here.
