I stopped using eBay some time ago after I was scammed and the admin did nothing at all when I reported it.
I now use Amazon Marketplace who charge a bit more for handling but it is safe

I really doubt that 100% of ebay sellers are scammers. If that were true then ebay wouldn't have been around for so long.

The best thing you can do is to leave feedback accordingly and/or report to ebay. I've bought alot of stuff on ebay (more than USD$1000) and never had a problem. Just stay away from Western Union, direct emails, and 20xP910i for $300...
