Can Ayush or anyone else from india translate the hindi language on what it says on the shop sign board on the picture above?

that picture was taken in bihar.... that state has one of the least literacy rate... (as far i remember it is 28%) but in south the literacy rates are high (upto 90-95%) and the big letters in hindi mean government's chilled beer store.... (sarkari tandi beer ki dhukan)
