Sending SMS`s via GPRS works on my S700 on vodafone uk (unbranded). I dont know if i am being charged for them though as I am on contract and have only just tried it.
My O2 PAYG sim also allows me to send sms`s via gprs but i still get charged for it.

It depends on the network. Here in Estonia with operator EMT we were also able to use GPRS as carrier, but they still charged as regular sms fee. It seemed to me that sms was sent faster that way. I used the possibility for some months but then EMT announced that GPRS as a carrier (for SMS) won't work anymore, and it really stopped working.
All in all everyone should check how is with his/her operator, so they wouldn't have to regret later...
