The arrow probably stuck into the ground (or rapist or whatever) and if the tape holding the phone didnt break, the phone shouldn tthump off the ground. Not very well explained, so heres a diagram:

My mate actually works in a UK prison and they have this type of thing happening all the time.
Mostly weapons and drugs.
A few weeks ago a gun was thrown over the wall into the prison.
Not the best place
