I threw a tennis ball high up in the air, and my dog definately looked up, trackng the balls movement. Conclusive proof that they can. Try it yourself!

Yes dogs can look up with their eyes or by raising their head, mostly the latter

PS They have a natural higher scope of vision due to the larger aperture of the eye socket so they don't appear to look up as much as you

@meths a better trick with your dog (all dogs) is they cannot bite you if you push your thumb into the roof of it's mouth - must admit it doesn't spring to mind when an 80Kg Rotti is ready to eat you in one go. Try it, it really works.
