nope not necessary... it depends on the mobo..... you will have to ask for onboard AGP..... and onboard AGP is better too....

These are the least you should get if you want a all around PC.
Processor:
at least a P4 3.0EGhz or AMD64 3000+(Socket 754)
Motherboard:
for the p4 depending if Socket 478 or LGA 775 get an 875 chipset or 915 chipset respectively. Good brands are Abit, Asus, Epox, MSI
RAM:
Get at least 512MB of RAM DDR400
Video Card:
I dont recommend on board video so get yourself at least a nVidia FX5500 or ATI 9550.
Hard Drive:
Get at least a 80GB SATA with 8MB Cache
PSU:
Buy a decent power supply for your rig get Hec or Enermax
Monitor:
17" that support at least
1024x768@100Hz

agp is becoming extinct,so i recommend u to buy mobos with pci-e,so it might give u more options in future.
get a psu not less than 350w,400w is my recommendation.
gfx should be radeon 9550 or 9600 or nvidia 6200 (i recommend u not to go for nvidia fx series,it sucks) or anything higher

cpu , intel 5xx (it has 1mb cache,first prescot)
or 6xx ( 2nd revised prescot , it has 64bit enavled,nx bit ,2mb l2 cache,enhaced speed step....) series ,
or amd 3200+ (try to get ones with sse3 support,its good to have it) or in that range ,
make sure that its 939 socket if u r buying amd,again its better for future .
hdd , 120gb sata.

Just as a reference, my PC configuration:
PVI 2,4ghz
640 DDRAM 333mhz
GeForce 4 Ti4200 128DDRam
120gb HDD Space
Sound blaster live! 5.1 (needed it for 5.1 speakers)
17" monitor CRT
DVDRW x8 Double layer
DVDR
Also got a few other bits like tv tuner, etc.
I bought this pc over 3 1/2 years ago, and gradually added things on. As you can see i havent changed things like the screen cause ive never had enough money to afford a tft (mainly cause its unnecesary, so id spend the money on other stuff).
All though its so old it still runs all the latest games.
For example i have UT2004 installed with full graphic detail (absolutly every option on maximum detail) at 1152x864 and it runs perfectly smooth.
Anyways, i would just suggest anything better than my pc.
Edit: Slight mistake explaining how much HDD memory...

If u r bying it 4 mainly web browsing then i suggest keep it in range of 20-25k with remaining 15-20k u can get a new smartphone ;-) :-D
